Well, I just read thru the comic (afk there's a fire in my pants) and I'm pretty sure it's the later. There was some definite deviant no-no's in there. And a lot of clever work-arounds I saw! For the amount of NSFW there is, they are really clever at *JUST* avoiding the policies.
